Sure, you can use it to pull opponents towards you, but the ingenuity of the grapple-gun comes down to its ability to link enemies and objects together. Its offensive capabilities are impressive too. You use it to winch yourself onto just about anywhere within the huge environments, or else to effortlessly hijack speeding vehicles.
